What We Do

A leader in innovative healthcare delivery, Ochsner Health Network (OHN) comprises leading health systems, partner physician groups and affiliated community providers across the greater Gulf South region. OHN is the largest and most advanced clinically integrated network (CIN) in the region and brings select health providers together to improve quality and reduce costs.

The 3,500 primary care and specialty care physicians participating in OHN are focused on sharing knowledge, resources, processes and technology to:

Jeff Fernandez

Senior Vice President, Population Health and Chief Executive Officer, Ochsner Health Plan
As Senior Vice President, Population Health and Chief Executive Officer, Ochsner Health Plan, Jeff Fernandez seeks creative and innovative ways to improve community wellness, promote value-based care models and redefine primary care to drive positive outcomes.In his newly created position, Jeff will oversee the growth of the Ochsner Health Network, Louisiana’s largest clinically integrated network, continuing its successful focus on risk-based and value-based care delivery models, and the Ochsner Accountable Care Network, an Enhanced Track Medicare Shared Savings Program (MSSP) ACO, which manages over 40,000 Medicare lives.

Fernandez also serves as Chief Executive Officer of the Ochsner Health Plan, which launched in 2021. He also leads Ochsner Health’s efforts in alternative care models such as Ochsner 65-Plus Clinics that empower caregivers and seniors to improve their overall health and outcomes.Fernandez began his career as an account executive for the previous Ochsner Health Plan of Louisiana from 1996 – 1998. He returned to the Ochsner family in 2022 with more than 20 years of experience in health plan operations, including sales, service, managed care and network contracting. Prior to rejoining Ochsner, he served as System Vice President of Humana’s Medicare West segment—responsible for Medicare Advantage operations in 17 states (including Louisiana) and more than 1 million members. His responsibilities also included leading their nationwide MarketPoint sales organization, where he was responsible for external, career and telesales distribution for Humana’s Medicare Advantage products.Fernandez received a bachelor’s degree in marketing from LSU, an MBA from the University of New Orleans, and then went on to achieve a law degree from Loyola University New Orleans College of Law.

Eric Gallagher

Chief Executive Officer
Eric Gallagher serves as Chief Executive Officer of Ochsner Health Network (OHN), a nationally recognized clinically integrated physician network and accountable care organization comprised of over 4,000 physicians across the Gulf South region, serving Ochsner Health, its partners, and affiliated community practices.

In this role, Eric is responsible for developing and managing the strategic vision, long-term planning, and direction for OHN as well as leading operations for population health services delivered to OHN and Ochsner Accountable Care Network (OACN) participants.

Eric previously served as Chief Operating Officer of OHN and has been instrumental to the development of Ochsner’s value-based care and population health strategy since 2016, driving OHN’s growth across Louisiana, Mississippi, Texas, and Alabama, to today now managing over 600,000 lives in value-based agreements and being recognized nationally as a leader in value-based care, including one of Becker’s Healthcare ACOs to Know in 2023. Eric was also recognized as one of Becker’s 2023 Rising Stars in Healthcare for his leadership and success in value-based care.

Prior to joining Ochsner in 2016, Eric held leadership positions in health care strategy, building and advancing value-based competencies and population health infrastructures with local and national healthcare organizations, including roles at Accenture in its Health Management practice and at Tulane University Medical Group.

A New Orleans native, Eric holds a B.S. from Vanderbilt University, an MBA from Tulane University, A.B. Freeman School of Business, and is a graduate of the MHCD program from Harvard Business School.

Sidney H. “Beau” Raymond, MD, MMM, FACP  

Chief Medical Officer
Sidney “Beau” Raymond, MD, FACP serves as Chief Medical Officer for Ochsner Health Network, Ochsner Health’s clinically integrated network. A board-certified internist, he is responsible for the overall clinical performance and shared savings revenue across the Gulf South’s largest CIN. He also leads the Network’s physician recruitment and provider and partner engagement efforts and is a driving force behind Ochsner’s value-based care initiatives. Additionally, he serves as the Medical Director and Executive Director of Ochsner Accountable Care Network (OACN), an Enhanced Track ACO in the Medicare Shared Savings Program (MSSP).

Prior to joining Ochsner, Dr. Raymond was Vice President, Physician Practice Administrator and Chief Medical Information Officer at East Jefferson General Hospital. His experience included serving on the Steering Committee and later as a Board Member for Gulf South Quality Network. Beyond the administrative roles at EJGH, Dr. Raymond was involved with Medical Staff committees, including serving as Chief of Staff. He is also a Past President of the Jefferson Parish Medical Society and a founding member of The Medical Association of Southeast Louisiana (MASELA).

Dr. Raymond serves as a Board Member for Ochsner Health Plan and is a Fellow in the American College of Physicians. He earned a Bachelor of Science in Biology from Loyola University, Medical Degree from the Louisiana State University School of Medicine and completed his residency in Internal Medicine at LSU-New Orleans. In 2023, Dr. Raymond also earned his Master of Medical Management degree from Tulane University.

Mary Armstrong

Vice President of Managed Care
Mary Armstrong, Ochsner Health and Ochsner Health Network’s Vice President of Managed Care, has been with Ochsner for 12 years. Mary joined Ochsner in July 2005 as Director of Managed Care, was promoted to AVP, and then promoted to Vice President in 2012. Prior to joining Ochsner, Mary held managed care leadership roles with Humana Health Benefit Plan of Louisiana, Ochsner Health Plan, CIGNA, and Healthsource/Provident. Mary holds a Bachelor in Economics from Centenary College and a Master of Health Services Administration from the University of Arkansas at Little Rock.

Harry Reese

Vice President and Chief Financial Officer
Harry Reese brings 30 years of financial healthcare leadership experience to his role as Vice President and Chief Financial Officer of Ochsner Health Network. Previously, Reese served as Chief Financial Officer of Halifax Health in Daytona Beach, Florida and President and Chief Operating Officer of Doctor’s Choice Home Health. He joined Ochsner Medical Center in2010 as Chief Financial Officer and Vice President of Finance where he was responsible for the operating and capital budgets, financial and decision support, and strategic plan development. In 2016 Reese transitioned to Vice President of Ochsner’s Post-Acute and Home Care division where he was responsible for the performance and strategic planning of post-acute services and the development of innovative home-based programs.

A Long Island, New York native, Harry earned his Bachelor of Business Administration from Hofstra University and his Master of Business Administration from the University of Central Florida. Harry is a graduate of the Health Management Academy’s Chief Financial Officer Fellows Program.
