David Carmouche, MD, President
Dr. Carmouche brought 19 years of progressive healthcare leadership experience in medicine and operations to the Ochsner Health Network. Previously, he served as Executive Vice President of External Operations and Chief Medical Officer at Blue Cross Blue Shield of Louisiana in Baton Rouge, where he successfully led important initiatives designed to organize care, improve quality and increase affordability.
He earned his bachelor of science degree in biology from Tulane University and his medical degree from LSU-New Orleans School of Medicine. Carmouche completed a residency in internal medicine at the University of Alabama at Birmingham as well as the Executive Program for Managing Health Care Delivery at the Harvard Business School.
Eric Gallagher, Chief Operating Officer
As Chief Operating Officer for the Ochsner Health Network (OHN), Eric Gallagher is responsible for directing network and population health strategy and operations, including oversight of performance management operations, population health and care management programs, value-based analytics, OHN network development and administration, strategic program management and marketing and communications.
Prior to joining Ochsner in 2016, Eric held leadership positions in health care strategy and execution – including roles at Accenture, Tulane University Health System and Vanderbilt University and Medical Center.
A New Orleans native, Eric earned a Bachelor of Science degree in Human and Organizational Development from Vanderbilt University and a Master of Business Administration from Tulane University.
Lisa Blume – Chief Financial Officer
A CPA and experienced financial executive with more than 20 years of leadership experience in finance, management, strategic planning, accounting and operations, Blume has held senior positions at provider-sponsored health plans, including serving as Vice President and Chief Financial Officer at Ochsner Health Plan, Inc. – a managed care organization with more than $700 million in annual revenues. In these roles, she directed all financial, treasury, analysis, underwriting, accounting, billing and enrollment functions.
A results-oriented professional, Blume has an extensive background in developing and implementing financial and operational strategies to improve processes, maximize return, reduce costs and increase productivity. She has built the finance function for start-up Medicare plans and has guided organizations through successful financial recovery. Blume has a bachelor of science degree in finance and accounting from the University of New Orleans.
Mary Armstrong, Vice President of Managed Care
Mary Armstrong, Ochsner Health and Ochsner Health Network's Vice President of Managed Care, has been with Ochsner for 12 years. Mary joined Ochsner in July 2005 as Director of Managed Care, was promoted to AVP, and then promoted to Vice President in 2012. Prior to joining Ochsner, Mary held managed care leadership roles with Humana Health Benefit Plan of Louisiana, Ochsner Health Plan, CIGNA, and Healthsource/Provident. Mary holds a Bachelor in Economics from Centenary College and a Master of Health Services Administration from the University of Arkansas at Little Rock.
Sidney H. "Beau" Raymond, MD FACP, Medical Director
Dr. Raymond is a Board-Certified Internist now serving as the Medical Director of Ochsner Health Network and Medical Director and President of Ochsner Physician Partners.
Prior to joining Ochsner, Dr. Raymond was Vice President, Physician Practice Administrator and Chief Medical Information Officer at East Jefferson General Hospital. His experience included serving on the Steering Committee and later as a Board Member for Gulf South Quality Network. Beyond the administrative roles at EJGH, Dr. Raymond was involved with Medical Staff committees, including serving as Chief of Staff. He is also a Past President of the Jefferson Parish Medical Society.
Dr. Raymond earned a Bachelor of Science in Biology from Loyola University, earned a Medical Degree from the Louisiana State University School of Medicine, and completed his residency in Internal Medicine at LSU-New Orleans.
