Dr. Starr earned his medical degree from the Louisiana State University Medical School in New Orleans. He completed his internship and residency at the University of Alabama in Birmingham (UAB). He stayed on after residency to serve as chief resident at UAB before going into clinical practice.

Dr. Starr has practiced inpatient/hospital medicine since 2003. He joined the Ochnser staff in 2007 and has served as section head of pediatric hospital medicine since 2017. Dr. Starr is a senior lecturer at the University of Queensland Ochsner Clinical School and is a clinical assistant professor of pediatrics at Tulane University School of Medicine. Dr. Starr currently sees pediatric patients at Ochsner Hospital for Children in New Orleans as well as newborns at Ochnser Baptist Hospital. He is board certified in both pediatrics and pediatric hospital medicine.
